Providing global decommissioning expertise to Romania’s first offshore decommissioning project.

Elemental Energies were engaged to provide specialist decommissioning project management and engineering, including Well P&A, Asset Decommissioning, Subsea Pipeline removals, waste management and permit support to ensure a smooth and successful gate review for the client, first time round.

Scope of Work

To do this, an integrated organization using the Well Engineering, Decom Solutions and Subsurface Teams worked together on several joint and standalone deliverables including the:

  • Overall Concept Select Recommendation for the entire field considering technical, environmental, safety and economic factors
  • Subsurface BOD
  • Well Abandonment BOD
  • Platform Re-use and Removal Recommendation Report
  • Pipeline Re-use and Removal Recommendation Report
  • Waste Management Plan
  • PLANC Register
  • Supply chain engagement across all decommissioning work scopes
  • ITT Scopes of work for both MODU and HLV
  • Revised cost and schedule estimate for execution

Conclusion

Sinoe marks a national first for offshore decommissioning in Romania and a first for Elemental Energies integrating wells, subsea and facilities across one programme. Our team delivered the Concept Select package to enable TG2 and is now supporting permitting and Define‑phase preparations – including a live PLANC register and regulatory workshops – so OMV Petrom can progress confidently toward execution.
